If he doesn’t hold a Master’s degree how was he accepted for PhD?

Andreea, I am not sure if the master study is an obligatory condition for starting a PhD project. Personally I know someone who claimed the PhD title in the Netherlands without any master diploma and the respective person was quite hard-working, she later went to Oxford for postdoc. Probably the master condition varies from country to country. I got my PhD in physics also in NL and the key factor in having a successful graduation are the publications. In my case, I had already 2 masters graduated in Romania.

Rules are different in Romania, and for Ph.D. Degree you require a Master’s Degree. This guy is guilty of fraud.

I think you are right regarding the master aspect in Ro and indeed Ponta’s CV does not feature any 2-year-long master study (or maybe 1 year in some cases). He mentioned some studies in Catania. However that turned out to be a quite conflicting master as it was reportedly denied by the Italian officials, but Ponta claims to have proof. Anyway not his master was really the problem:)
